General Summary of Position:
Reporting directly to the Neurosciences Administrator at MedStar Georgetown University Hospital (MGUH), the Clinical Operations Manager plans, directs and coordinates clinical and administrative activities for the Neuroscience Center at MedStar Washington Hospital Center (MWHC), part of the MedStar Regional Neurosciences program based at MGUH. In collaboration with MGUH Neurosciences leadership and VP – Washington region, coordinates and manages clinical care operations, business planning, program development, and marketing. Manages daily operations and budgets and supervises staff. Works with clinical leadership, senior management and others at MWHC and MGUH to advance the strategic and operational interests of Neurosciences at the MedStar Washington Hospital Center site. Is responsible for overseeing the timely and accurate submission of professional charges, for working through the billing edits and denial processes with the departments and MedStar Physicians’ Billing Services, for providing regular reporting and analysis of relevant metrics, and for ensuring the overall financial health of the Neurosciences Center. These functions are performed in accordance with all applicable laws and regulations and MedStar Georgetown University Hospital's philosophy, policies, procedures, and standards.
Consideration will be given to an appropriate combination of education/training and experience.
Primary Duties and Responsibilities:
EDUCATION AND/OR TRAINING REQUIRED: Bachelor’s degree in Nursing. Master’s degree, preferably in Healthcare Management or Business Administration, strongly preferred.
LICENSURE AND/OR CERTIFICATION: Licensure as a registered nurse. Active membership in such organizations as ACHE, MGMA and/or ACMPE strongly preferred.
EXPERIENCE: A minimum of five to seven years of experience in clinical operations management to include planning and programmatic development, fiscal and personnel management, marketing, and public relations expertise. Must possess the ability to effectively respond to imperatives, as well as develop and analyze planning initiatives. Proven experience in revenue maximization. Demonstrated experience in compliance management. Administrative experience in a healthcare setting is required.
SPECIAL KNOWLEDGE/SKILLS/ABILITIES: Must be able to work well and communicate with people on all levels, as well as possess competent computer skills and strong organizational skills. Must have knowledge of office automation, human resource management and financial analysis skills. Knowledge of HMO/PPO insurance regulations preferred.

Plans, organizes and directs the neurology and neurosurgery programs and operations of MedStar Neurosciences Center at MWHC. Establishes operational priorities and activities to facilitate and support operational success. Ensures coordination with other hospital departments.
Ensures adequate numbers of competent clinical staff to include ongoing projection and adjustment of staffing needs. Continually assesses the needs of the practice patient population; applies knowledge of appropriate roles and scope of practice; implements and adjusts staffing; and recruits, hires and develops clinical and administrative personnel. Advocates for the highest quality of patient care and creates a practice environment that is rewarding to the clinical and administrative staff.
Develops clinical protocols, policies and procedures for the ambulatory patient population in consultation with medical staff.
Responsible for financial planning, results and controls, directly and through subordinate administrative personnel. Determines and submits revenue, staffing, operating, and capital budgets and ensures that fiscal targets are realized. Formulates and justifies all budget requests and monitors compliance and performance. Monitors expenditures and income levels monthly. Analyzes and reports on variances, and develops corrective action plans to ensure unfavorable variances are improved.
Interviews, hires, develops performance evaluation standards and objectives, and evaluates the performance of staff, disciplines and terminates, as required. Assigns duties and responsibilities in conjunction with physician leaders. Ensures training and development of staff, approves personnel actions and resolves staff grievances to ensure compliance with hospital and contractual stipulations.
Coordinates development and implementation of business and marketing plans for areas of responsibility. Participates in representation and marketing Center to external customers, including patients, physicians, managed care companies, and other agencies and institutions with a focus on increasing awareness and utilization of services.
Works collaboratively with others to organize, initiate and coordinate continuous quality improvement activities within areas of responsibility. Reports on successful practice indicators for review.
Researches and implements new services and technological advancements in collaboration with program leadership. Coordinates acquisition process of capital equipment and supplies for approval. Coordinates the implementation of new patient registration and scheduling software and other electronic systems, as needed.
Prepares and/or directs preparation of administrative policies and procedures for areas of responsibility.
Initiates billing policies and procedures for the ambulatory practices. Implements best practices for billing/coding per current industry standards. Works with practice leadership to identify opportunities to improve clinical documentation that affects coding and/or revenue cycle performance.
Working with department administrators, practice managers and billing staff, ensures charges are entered correctly in a timely manner and ensures billing exception/error/rejection reports and subsequent rebilling for services are completed within an appropriate timeframe. Oversees daily reconciliation of missing charges daily, oversees resolution of the accounts, and ensures that these functions are completed within 3-5 days.
Analyzes and reports billing variances. Provides analysis, assessment and recommendations monthly/quarterly/annually in the form of dashboards and other formal analysis/reporting deliverables. Analyzes monthly operating variances and includes in reports.
Functions as management lead with finance and department administrators to track financial activity and transfers of funds between MWHC and other MedStar entities in support of regional program activities.
Performs other duties and responsibilities that are appropriate to the position and area.
